Lwando is an accomplished regulatory expert with over a decade of experience in championing affordable connectivity, sustainable investment and the adoption of innovative business models that leverage emerging technologies for inclusive digital transformation. At the Zambia Information and Communications Technology Authority (ZICTA), Lwando has spearheaded numerous national, regional and international initiatives aimed at enhancing competition, promoting investment and ensuring affordability in the ICT Sector. He has also been instrumental in establishing responsive regulations that adapt to the dynamic and evolving business models of the digital economy. Key among them are regulations on open access and infrastructure sharing, emerging technology, competition management as well as costing and pricing regulation.
Lwando plays an active role in the work of the International Telecommunications Union (ITU), where he has, over the years, held key positions such as Co-Chair of the ITU-T Study Group 3 – Regional Group for Africa on Economic and Policy issues as well as Chairman of the ITU Expert Group on the International Telecommunication Regulations (ITRs). His extensive experience and leadership in these roles underscore his commitment to promoting meaningful and affordable connectivity for inclusive digital transformation.
